To date, the most important direction of improving the management system in the organization is the organization of systematic and effective work with the personnel reserve. The relevance of this research topic is determined by many factors, including the fact that we have recently observed a trend towards integration in all spheres of activity. The growth and consolidation of companies lead to an increase in the need for highly qualified specialists. The lack of motivation for possible career growth leads to the loss of elite personnel, which is a dangerous moment for the organization in terms of the loss of young and very talented specialists. Therefore, the most important factor of success in the competitive struggle is the timely identification and successful development of personnel to work in various positions of the company. Strategically important at the moment will be the task of forming a reserve of personnel in the organization.
IMPLEMENTATION OF MUNICIPAL EMPLOYEES PERFORMANCE APPRAISAL SYSTEM BASED ON THE USE OF KEY PERFORMANCE INDICATORS (KPI)
The implementation of a performance evaluation system for municipal employees and the use of key performance indicators (KPIs) are considered. It has emphasized the significance of the comprehensive and objective method for assessing the work of municipal employees in order to enhance effectiveness and quality. The article explores the concept of KPIs and their applicability to the evaluation process, highlighting their ability to measure key outcomes and identify areas for improvement. The advantages and challenges associated with implementing a KPI-based performance evaluation system in the municipal context are presented.
REGIONAL AND SECTORAL ECONOMYKot E.M., Ruchkin A.V., Shalatov V.V.TRAINING AND EXPERIMENTAL FARMS AS A DRIVER OF RURAL DEVELOPMENT: THE PROJECT METHOD
One of the priorities of modern Russia is food security issues in the context of population growth and the demographic policy. However, it is impossible to achieve the goal without developing rural areas and agricultural enterprises. The purpose of the work is to develop the strategy using the SWOT analysis of training and experimental farms interaction as city-forming enterprises of rural regions. The main tasks are: to analyze the main weaknesses and strengths of the interaction of rural territories and experimental farms of agricultural universities; to assess the prospects for development in complex interaction; to identify the main strategic projects aimed at the development of rural regions. According to results, it can be noted that the interaction of agricultural universities (training and experimental farms) with rural territories corresponds to the general line of rural territories’ development in a strategic perspective. The proposed model can be used taking into account the regions’ specifics and economic activities of training and experimental farms of agricultural universities.
IRRATIONAL USE OF EASTERN SIBERIA FOREST RESOURCES IN THE SUSTAINABLE DEVELOPMENT ASPECT
The purpose of the study is to analyze the reasons of the forest resources irrational use and suggest solving ways of forestry issues The objectives of the study are to find out the reasons and to give the classification of illegal logging. Management methods of influence aimed at preventing violations, as well as to calculate the damage from fires in Eastern Siberia are proposed. The author's classification of illegal logging and violators types is presented. It has been defined that the mechanism of sanitary felling permits is imperfect. In Eastern Siberia, untimely sanitary cuttings lead to even greater losses, forest diseases and its death. It has been revealed that the number of forest inspectors corresponds only in the Irkutsk region and the Trans-Baikal Territory. The recommendations are that forest inspectors should be provided with drones to detect fires and illegal logging. The author's methods of assessment of forest fires damage (the actual costs of reforestation of lands) are proposed. Also, the economic damage from forest fires in the Irkutsk region in 2022 has been calculated.
GOVERNMENT TOOLS OF REPRODUCTION PROCESSES REGULATION IN THE AGRO-INDUSTRIAL COMPLEX OF THE PROBLEM REGION
The regional aspects of government regulation of reproduction processes in the agro-industrial complex of the Republic of Adygheya are considered. The results of the dynamics of the development of reproductive processes in the agro-industrial complex of the Republic of Adygheya, which is in the group of depressive type regions of the South of Russia, are analyzed. The territorial and sectoral features and problems of the development of the agro-industrial complex of the Republic of Adygheya are presented. The analysis of methods and tools of state support to the agro-industrial complex of the Republic of Adygheya, including infrastructure, financial, information support, is carried out. Special attention is paid to the program-targeted state support of agricultural production in the Republic of Adygea. The results of the implementation of state programs of socio-economic development of the agro-industrial complex of the Republic of Adygea, modernization of rural infrastructure are presented.
In accordance with the strategic priorities of the modernization of the agro-industrial complex of the Republic of Adygea, the directions of improving the instruments of state regulation of reproductive processes are proposed.
ANALYSIS OF THE WINE-MAKING INDUSTRY DEVELOPMENT IN RUSSIA
Winemaking occupies a special place in the country's economy. On one hand, income from the sale of wine products is an important source of state budget formation. Alcohol industry creates jobs and contributes to the development of the agro-industrial complex, which is the main source of raw materials. On the other hand, due to its negative impact on health, alcohol consumption reduces people’s life quality, life expectancy, cost structure, social status and as a result, on the overall level of security and social stability. The study of the wine industry through the analysis of the Federal State Statistics Service data is made. The winemaking industry current state and modern trends and problems are defined.
FORMATION FEATURES OF THE MECHANISM OF INTEGRATIVE INTERACTION OF ROSTOV REGION AND NEW REGIONS OF THE RUSSIAN FEDERATION
The genesis and development of the idea of integrative regions’ unite are considered. Interregional integration processes concerning Rostov, Donetsk and Lugansk National Republic are analyzed. On the basis of cognitive modeling, the conclusion has been made about potential effectiveness of the implementation of such a method under the condition of stabilization of the military and political situation in that micro-region.
EXPORT AND IMPORT OPERATIONS INTERCONNECTION OF RUSSIAN REGIONS AND THEIR DIGITALIZATION LEVEL
The article analyzes the relationship between the export and import volumes of Russian regions and the level of digital penetration into them. The analysis is carried out using a regression analysis tool for 70 Russian regions. The analysis allows us to establish that the level of digital penetration, measured on the basis of the number of connected subscribers and Internet traffic, is a predictor of the balanced flows of export-import operations.
VARIABLE METHODS ASSESSING OF THE FINANCIAL RESULTS IN ACCOUNTING
In modern economical system the financial result has become relative and depends on lots of factors, including financial policy of the business entity. International and national standards are supposed to have different methods of expenses optimization and regulation of company’s income level. Variable methods in the financial result formation are being used by accountants System method of variable ways of assessment of the financial result accounting which depends on inner and outer factors of economical subjects function. The use of that method can result in an effective business management.
THE PRIORITIES SYSTEM OF REGIONAL SOCIAL AND ECONOMICAL DEVELOPMENT IN DIFFERENT CONDITIONS
The content of priorities of regional social and economic development as well as the formation and implementation activities are considered. The priorities are based on the analysis present-day tendencies. The most relevant scenario approach which assumes heterogeneity of priority systems for the regions’ development is suggested. Practical testing of the method is being done on the example of the Kabardino-Balkaria Republic development.

The article deals with the solution of an urgent applied problem in the field of information technology: the development of a knowledge base of investment activity, which is based on ontological modeling of the subject area of investment using the OWL language. The developed ontological model describing the investment activity of the company and allowing to reveal the practical significance of the application of ontological modeling in the field of finance and investment is also considered.
