    MANAGEMENT OF YOUTH INNOVATIVE BUSINESS ACTIVITIES IN MODERN RUSSIAN CONDITIONS

    The article defines the term “youth business activity” as a type of proactive socio-economic activity of young people aimed at obtaining material and spiritual benefits by the subject to improve the functioning of society or the state. A system of factors for the development of innovative business activity of young people, determined by the problems that arise in it, has been formed. Actual problems are identified, determined by the weakness of the institutional conditions for entrepreneurship, insufficient and fluctuating support for youth business, especially in relation to innovation, the lack of well-established and effective relationships between the educational system and youth business. The system of factors that determine the specifics of innovative business initiatives of young people is grouped. The growth of business opportunities for young people and their importance in the development of an innovative economy is mediated by the implementation of a systemic youth policy both at the state level and at the level of enterprises; attracting the intellectual and creative abilities of young people to achieve strategic goals, developing the necessary professional and personal competencies among young people. The directions of management of innovative youth business activity are identified on the basis of motivational measures of three groups: macroeconomic; corporate; financial.

    IMPROVING THE MANAGEMENT MECHANISM OF THE MATERIAL AND CULTURAL HERITAGE OF THE SYRIAN ARAB REPUBLIC

    The article is devoted to study the issue of managing cultural and material heritage in the Syrian Arab Republic and the most effective mechanisms for the protection and use of historical and cultural heritage resources. It also suggests ways to solve the problems of the strategies used and the shortcomings in the state's plan to protect and preserve these resources. The subject of research in this article is the social phenomenon of "cultural heritage". The research process allows us to consider the most effective mechanisms for managing cultural heritage in the Syrian Arab Republic and their limitations. Scientific novelty of the research: Limitations in functional effectiveness should be identified and a system of measures to improve the mechanism for managing the promotion, protection and use of historical and cultural heritage resources, as well as the implementation of state strategies in the field of protection and conservation in accordance with the conditions of modern Syria and its ability to maintain national economy and overcome inappropriate stereotypes about Syria and its economic, political and tourist status.

    FEDERAL BUDGET PLANNING IN CONDITIONS OF SOCIO-ECONOMIC INSTABILITY

    Modern trends in the development of the Russian economy in the conditions of instability of the global financial system necessitate the improvement of mechanisms for the formation of the federal budget according to the criteria of economy and efficiency, since the functioning of each industry in the state and the social well-being of every citizen depends on effective planning, forecasting and a balanced approach to the formation of budget revenues and expenditures. The study examines the current features and problems of federal budget planning in the context of foreign policy pressure and socio-economic instability. As a result of the study, possible directions for the development of federal budget planning in the new economic realities have been identified, taking into account the tasks of changing the paradigm of budget policy and changing a number of budget mechanisms.

    PROSPECTS FOR THE USE OF RUSSIAN MARKETPLACES BY DOMESTIC ENTERPRISES AT THE REGIONAL LEVEL IN THE CONTEXT OF DIGITAL TRANSFORMATION

    The aim of the study is to identify the prospects for the use of marketplaces by domestic enterprises in the Rostov region. The methodological basis of the study the research includes statistical data on Russian marketplace rankings by region, scientific articles and publications, theoretical papers and elements of comparative analysis. Consideration, study and use of these materials will make it possible to determine the impact of using domestic marketplaces at the regional level and to predict their prospects in the future. The results of the study. The result of the study is to identify the strengths and weaknesses of regional marketplaces in the Rostov region. It was determined that regional marketplaces have a positive effect on the socio-economic system of the region and on the regional economy as a whole.

    DIGITALIZATION AS A DRIVER OF SUSTAINABLE DEVELOPMENT OF THE AGRARIAN ECONOMY OF THE REGION

    The positive dynamics of sustainable growth of the agricultural sector of the regional economy directly depends on the level of digitalization and innovation of agricultural production. This paper presents the results of theoretical and scientific-practical analysis of the conditionality of the sustainable growth of the agrarian economy of the Volgograd region by the development of digital technologies and the level of innovative development in the context of the transformation of Russian agriculture to the next technological order of agro-industrial complex 4.0. The research is based on the author’s concept of the interdependence of the use of digital technologies with the achievement of positive dynamics of the main indices of agricultural production in the region. The authors attempted to construct a mathematical model of the dependence of the sustainable growth of the agricultural sector of the regional economy on the digital development index (DDI).

    ANALYSIS OF FACTORS INFLUENCING THE INVESTMENT ATTRACTIVENESS OF THE REGIONAL ENERGY COMPLEX

    Modernization of the region’s economy requires solving the problem of attracting real investments to upgrade production technologies and switch to the production of innovative products. To increase investment attractiveness, it is necessary to identify and develop factors of investment attractiveness, and determine the degree of their impact on the economic performance of the region. The attractiveness of a region for an investor depends on two components: the investment attractiveness of the region itself (in terms of the completeness and adequacy of investment legislation, the legal protection of the investor, regional state policy, etc.) and the attractiveness of investment objects (in terms of the financial condition of enterprises and its efficiency). In the article, based on the factors of investment attractiveness for the regions, a phased procedure for studying the formation of investment attractiveness was carried out. At each stage, certain steps are proposed to determine the investment attractiveness, in particular, hydroelectric power in the regions of the country. The input changes are analyzed to assess the dubious investment attractiveness, the activity of threats at the regional level and the determination of the microclimate of the region. The results of the study allow us to assess the strength of the relationship between the energy factor and the investment attractiveness of territorial units, which is the basis for testing the research hypothesis.
