The paper discloses various approaches to the concept of “standard of living”. The author considers the problem of improving the level and quality of life on the example of the Republic of Ingushetia, which occupies the last place among Russian regions. Strategic direction of development of the Republic includes the creation of a comfortable social space. The scientific article draws its attention to achievements in the sphere of provision of public health facilities. It also points to the necessity of attracting funds from private businesses to implement projects aimed at development of social infrastructure of the Republic, on the basis of the mechanism of public-private partnership (PPP).

This paper suggests a methodology that determines the degree of readiness of municipal entities to implement Smart City technologies. It selects urban development models most relevant to the existing level of preparedness as well as identifies the main barriers to the implementation of Smart projects. The purpose of the study is to determine the degree of readiness of the municipalities of the Russian Federation to implement Smart City technologies. It is necessary to solve the following tasks to achieve this goal: the considering of the theoretical foundations of studies on the readiness of municipalities to introduce Smart City technologies; formation of a methodology for assessing the readiness of municipalities to implement Smart City technologies; building of a matrix for the development of municipalities in accordance with the selected models; identification of the main barriers to the launch of Smart projects in the municipalities of the Russian Federation. The study was based on the method of structural and graphical analysis, summary evaluation and ratings, group accounting of arguments. The author draws a conclusion that most cities, administrative centers of the constituent entities of the Russian Federation are not ready for the introduction of Smart City technologies. The low energy efficiency and high dependence of municipal entities on borrowed capital are the main problem hampering the introduction of Smart technologies. The methodology proposed by the author for assessing the readiness of municipalities to implement Smart City technologies will allow the most efficient and quick identification of territories for the Smart technologies introduction. The scientific novelty of the research is the author's approach to the issue of determining the readiness of municipalities to implement Smart City technologies. The field of application of the results obtained is quite extensive. The paper is of interest to public authorities and local self-government, researchers in the field of urban economics and urban studies. The main direction of future research is the substantiation of approaches to solving the problem of launching Smart projects in depressed and stagnant municipalities.

The Theory and Practice of Business

The paper considers the internal capacities of regional economic development, which are localized in territorial small and medium-sized businesses. The author substantiates that in the conditions of formation of the “new economic reality” such opportunities become the dominant development resources of the regional economy, as the inflow of investments from the external environment dramatically weakens in terms of curtailing cross-border business transactions. The internal capacities of regional economic development are strongly correlated with those areas that have traditionally been underestimated at the mesolevel. The author includes the territorial sphere of small and medium enterprises with considerable scale and a high level of diversification in the regional economies of the South of Russia to them. The scientific article presents systematic approach, which gives the opportunity to outline the wide range of opportunities for the development of the regional economy, localized in a territorial sphere of small and medium-sized businesses. The author pays his special attention to the hidden opportunities of development of regional economy related to the subjective factor, including the potential development of the system of the entrepreneurial potential of the regional economy, proposed a number of tools in the development of this potential. The paper draws a conclusion that the rental of the strategic orientation of development of economy of Russia acts as a barrier to the implementation of internal resources for the development of the regional economy, localized in a territorial sphere of small and medium-sized businesses.

The paper examines the main mechanisms and tools of risk management in medical services providing. The provision of services by medical institutions is impossible without the occurrence of risk situations. At risk are both producers and consumers of medical services, but the more immediate problems associated with the occurrence of medical errors and asymmetry of market information. In modern Russian conditions the situation risk management becomes more complicated. There are no standardized requirements for the organization of the processes of risk management. The basis of the risk management system creates only the analysis of the causes of reported incidents and corrective (warning) action. Foreign experience demonstrates the use of broader instrumentation, and in particular, best practices for the establishment and functioning of multi-level agencies that have their own system of monitoring incidents using the FMEA method.
