DEVELOPMENT OF A CONCEPT FOR SMOOTHING INTERREGIONAL SOCIAL AND ECONOMIC DIFFERENTIATION
The presence of a representative number of regional problems and situations in a state with a federal type of administrative-territorial structure implies the presence of a formed system of institutional support for the formation and implementation of regional socio-economic policy. The territorial heterogeneity of the conditions for the functioning of regions in the Russian Federation does not allow a unified approach to solving the problems of socio-economic development, which is also complicated by the characteristic phenomenon of interregional differentiation, which is a complex factor in the multiplication of inter-territorial differences. Ensuring uniform socio-economic development of regions, avoiding and timely neutralization of the processes of formation and reproduction of critical ("excessive") levels of interregional differentiation are possible on the basis of the implementation of an equalizing (balancing) type of regional policy. Such a policy can be implemented in a "framework" (at the state level), as well as in a focused manner - at the level of specific administrative-political formations (federal districts, established stable zonal groups of territorial entities. The article modernizes the existing concept of smoothing out socio-economic asymmetry based on the elimination of "excessive" differences. Scenario options for managerial response to interregional differences are presented, taking into account the consequences for the region, possible risks and managerial benefits. The article substantiates the tools, principles of formation and implementation of the corresponding equalizing subfederal policy, the result of which was the pre-project development of an instrumental multi-block concept for smoothing out interregional differences, including the blocks: goal-setting; object-subject; and directly instrumental. The article can be useful for researchers of problems of regional economy, balancing interregional proportions, as well as practitioners in the regional management system.

The procedure for collecting relevant information, its grouping, identifying key elements for compiling a territory profile from the standpoint of the interests of external users of search services is presented. The value of information is substantiated from the following positions: wave cyclicality, query territory, anchor queries. The work presents a sample of anchor enterprises and establishments that are the most sought after, proposes a procedure for working with this information and involving enterprises in the system of marketing promotion of the territory of municipalities. A logical structure of content analytics has been developed and presented, resulting in the accumulation of comprehensive information about the interests of search engine users, which, from the standpoint of neuromarketing, makes it possible to recreate a psychological portrait of user groups and use it for targeting territorial marketing policy. Including the results of content analysis in the general information for forming a comprehensive marketing strategy allows filling in missing links about consumer interest, selecting geolocation directions for promotion, substantiating the marketing profile of the territory, filtering out insignificant queries, which as a result is aimed at updating existing promotion tools, determining priority areas for distributing marketing activities. THE METHODOLOGY OF CREATING MANIPULATIVE CONTENT
The article describes a methodology for creating digital manipulative content, which includes seven consecutive stages: defining manipulation goals; cognitive modeling of the target audience; psycho-emotional mapping of content; enhancing impact using behavioral models; defining the type and creating manipulative content; testing and oculographic analysis of perception; forecasting the economic efficiency of manipulation. Using this methodology, three advertising creatives of conventional energy drinks were developed, used in an experimental oculographic observation involving 16 respondents in October 2014. The results of the observation showed that people easily recognize manipulative elements of advertising. At the same time, the correlation analysis revealed a strong positive relationship between the perception of manipulation and purchasing intentions (Pearson coefficient 0.95), a moderate relationship between involvement and memorability (0.51), as well as between positive content assessments and memorability (0.91). To verify the methodology and economically confirm the effectiveness of these creatives, they were used in test advertising campaigns on the VKontakte social network. The purpose of which was to encourage users to subscribe to a newsletter about a new product. The total advertising budget was up to 150,000 rubles. The experimental content showed a conversion rate of about 8%, which for the competitive energy drink market indicates a pronounced interest of target audiences in advertising images of products.
